MOVE Solar NOW is a community-led solar readiness campaign organized by C4GS to help nonprofits, schools, faith organizations, multifamily housing leaders, small businesses, and community-serving property owners understand their clean-energy options with clarity.

This is not a traditional solar sales campaign. It is a readiness pathway designed to help organizations ask better questions, organize site information, review possible next steps, and connect with trusted partners when deeper technical, policy, financing, or implementation review is appropriate.

What Is Safe Harbor?

Safe Harbor was a federal provision that allowed eligible solar projects to lock in Investment Tax Credit rates by taking qualifying early action — spending at least 5% on costs like energy analysis, site survey, feasibility study, design, and permit and interconnection applications — before July 4, 2026. That window has now closed.

Projects moving forward today fall under a different federal timeline: they generally need to be placed in service by December 31, 2027 to claim the credit. MOVE Solar NOW helps your organization understand what that means for your site, your budget, and your timeline.

Projects that didn't lock in Safe Harbor before July 4, 2026 now need a clear plan to reach placed-in-service by December 31, 2027. Starting your readiness review now protects your runway.

Direct Pay: What Nonprofits Should Know

Eligible nonprofits and faith organizations can receive the full 50% ITC value as a direct IRS payment, even if they pay no federal income taxes. This changes the math significantly for mission-driven organizations. Your organization does not need a tax appetite to benefit.

Ownership, usage, roof/land conditions, and utility situation all affect whether a site qualifies. The evaluation process is free and designed to give your organization a clear answer.

Safe Harbor: Plain Language

The federal government offers a substantial tax credit toward solar installation costs — how much depends on your project and eligibility. The original Safe Harbor window to lock in the 2026 rate structure by beginning construction closed on July 4, 2026.

Projects starting now instead need to reach placed-in-service by December 31, 2027 to claim the credit under current rules.

Nonprofits: you can still receive this as a direct payment from the IRS, even with no federal tax burden — that part hasn't changed.

Separately, if your organization is income-qualifying or serves a low-income community, an additional bonus credit program is accepting applications through August 7, 2026. Worth checking regardless of your Safe Harbor status.
